After completing the planning process, HR Director Jack Ferney then moves on to the design of actual evaluation tools to be used to measure the effectiveness of all of the new educational programs being introduced at Stemler Communications. Although most of his experience in the past has been in designing Level 1 learner response questionnaires, Ferney realizes that he is going to have to experiment with higher level evaluation approaches in order to better measure the effectiveness of these programs. This is especially true now that his company is committed to a Balanced Scorecard approach to measuring organizational performance and effectiveness.

Ferney comes up with a mix of evaluation approaches.
